Before the White House, Theodore Roosevelt did something that shocked the corrupt establishment of 1890s New York, he showed up. On any given midnight, the young commissioner would walk the Manhattan beats himself and found officers asleep or drinking in saloons, or couldn't find them at their posts altogether.
